CPEC Phase-II to Create Massive Job Opportunities, Says Ahsan Iqbal

Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal has announced that CPEC Phase-II will generate significant employment opportunities and serve as a key driver of long-term economic growth. He highlighted that this phase will not only strengthen Pakistan-China cooperation but also deliver socio-economic benefits to millions of citizens.

Five New Corridors for Growth

CPEC Phase-II has been restructured around five dedicated corridors:

  • Growth Corridor – to enhance industrial output and productivity.
  • Innovation Corridor – to promote technology, research, and digital solutions.
  • Green Corridor – to ensure environmentally sustainable development.
  • Livelihood Corridor – to uplift communities through jobs and skills development.
  • Regional Connectivity Corridor – to expand trade routes and improve logistics.

Alignment with the 5Es Framework

The initiative is fully aligned with the government’s “5Es” framework — Exports, Energy & Environment, Equity & Empowerment, and e-Pakistan. This strategic alignment ensures that CPEC Phase-II supports industrial modernization, promotes clean energy, reduces import dependence, and accelerates digital transformation.

Industrial, Agricultural, and Infrastructure Focus

At the heart of CPEC Phase-II lies industrial cooperation, supported by the development of Special Economic Zones (SEZs) in Rashakai, Allama Iqbal Industrial City (Faisalabad), and Dhabeji. Agriculture will also see a boost through modern irrigation methods, improved seed technology, and food processing projects to increase export potential.

Infrastructure upgrades include:

  • The ML-1 railway project to modernize rail transport.
  • Karakoram Highway realignment for safer and more efficient transit.
  • Gwadar port expansion to strengthen regional trade integration.

Employment Generation and Skill Development

Phase-I of CPEC created nearly 200,000 direct jobs alongside thousands of indirect opportunities. Under CPEC Phase-II, job creation is expected to expand across construction, manufacturing, agriculture, and IT sectors. To prepare the workforce, specialized training and vocational institutes will be established near SEZs, equipping youth with technical and digital skills.

Regional Uplift and Investment Opportunities

CPEC Phase-II is set to attract both local and foreign investment into SEZs, industrial parks, and technology hubs. Connectivity projects will particularly benefit underdeveloped areas of Balochistan, Khyber Pakhtunkhwa, and Gilgit-Baltistan by linking them to new markets. Gwadar’s enhanced role as a regional trade hub will further position Pakistan as a strategic connector for South and Central Asia.
